Conspirators
The Conspirators are the primary antagonists of the Near Future chapter, The Outsider. They are a mad cult composed of some of the most influential figures in society. Their primary objective is to summon the god they worship, Odeo, unto the mortal realm, so that he may bring a complete convergence to humanity.

Doctor Livingstill
Doctor Livingstill is the head doctor of the Tsukuba Research Facility. A corrupt and amoral researcher, his scientific prowess is instrumental in the cult's designs. Livingstill has personally liquefacted his former colleagues in pursuit of his goals, including his lab assistant, Kozo Watanabe, whom he outfitted into a weaponized robot. He is an old acquaintance of Doc Tobei.
General Yamazaki
General Yamazaki is a high ranking official of the Japanese military. He is the head of the military-run Tsukuba Research Facility, lending government backing to the sinister scheme. In addition, he is the current commander of the Crusaders, overseeing them as they gather the necessary resources for the project. He has an entire army at his beck and call, which he may deploy at a moment's notice.
Priest Unryu
Priest Unryu is the head monk of Odeo Temple. He is intensely devout for Odeo, dressing in the image of the Great Inko, and singing Odeo's praises the most out of any of the conspirators. He can be visited at Odeo Temple in the chapter's first half, unable to be disturbed from his prayer. Much later, in the chapter's climax, is it through his beseeching that Odeo re-enters the mortal realm through his temple's Inko Statue.
History
The Near Future: The Outsider
During their time of operation, the Conspirators' primary goal was to prepare a ritual that would allow for the revivification of Odeo. Under Yamazaki's command, the Crusaders were ordered to kidnap as many people as they could from all over the city. Taken to the Tsukuba Research Facility, these captives were experimented on by Livingstill, who destabilized their molecular structures and completely liquefied them. In time, the Conspirators managed to amass two thousand liquefacted individuals for the rite of revival at Odeo Temple, which formed into a massive lake behind the temple. Their hope was that the raw psychic emanations of sixty thousand liters-worth of men would have the power to draw their god into their world.
As their scheme neared completion, the Conspirators are eventually exposed by Akira and his friends, who sought to stop them through the almighty power of the Steel Titan. Yamazaki deploys his entire army after the mech to deter them from Odeo Temple, but even the combined firepower of his forces are no match for the Titan. Just before the Titan can reach the Conspirators, however, Unryu channels his prayers towards his temple's Great Inko Buddha statue; with the strength of the liquefacted humans, Odeo is successfully beseeched, taking possession of the giant statue.
The Conspirators cheer on their god as he does battle with the Steel Titan, but their hopes are painfully dashed as the Titan destroys Odeo and his vessel. Soon after, the vengeful pool of liquified humanity converges on the Conspirators; as they beg for help, they are completely submerged under the psychic mass, now a part of the spiritual convergence they had desired.
Final Chapter: The Dominion of Hate
The Conspirators make a small reappearance in the final chapter, returning for the reoccurring battles of the Steel Titan and Odeo.

- Doctor Livingstill's Japanese name "Shinderuman" comes from the Japanese word shindeiru, meaning "dead".
- Yamazaki is the only member of the Conspirators to not have any official concept artwork.
